  • Hard to believe that we are again honoring another changing of the seasons. This month we honor Biinaakwe Giizis/ Falling leaves Moon. Falling Leaves Moon is the tenth moon of Creation. This is a time when all Creation honors Mother Earth by preparing the most beautiful colors imaginable. On the Falling Leaves full moon, leaves begin to blanket Mother Earth. The spirit of each leaf is placed upon her with the gentleness and grace that only the spirits of Creation allow. Please,  take time to honor and respect this change and all that comes with it.

According to Rentdata.org for 2025, Fair Market Rent for a two-bedroom apartment in Emmet County is $1,154 per month and a three-bedroom apartment is $1,390, creating an average rent of $1,272.00.

01/09/2026 Victories Square II: Housing Built With Purpose

The Little Traverse Bay Bands of Odawa Indians is pleased to announce it recently received $1.5 million in Low-Income Housing Tax Credits from the Michigan State Housing Development Authority.

Odawa Economic Development Management, Inc., an LTBB tribal corporation under the Legislative Branch, and Community Housing Network will build 44 units in Petoskey, MI, at the Tribe’s Victories Square property in 2026. The units will be for households earning between 30-80% Area Median Income with 23 units receiving project-based rental assistance.

The apartment building, Victories Square II, will be located adjacent to the Tribe’s Victories Square I apartment building, also built with the assistance of Low-Income Housing Tax Credits. Victories Square I consists of 50 studio, one- and two-bedroom rental apartments with a large community room, a private meeting room, a laundry and an exercise room with equipment.

Tribal Council passed a motion to eliminate credit scoring from Victories Square Low-Income Housing Tax Credit Buildings 4 and 5 (located on Lots 4 and 5 on the accompanying Victories Square map) applications. There was a three-week timeline where only LTBB Tribal Citizens’ applications were processed for Victories Square I. The same application process will be followed for the Victories Square II building. A ribbon cutting ceremony for Victories Square I was held on October 30, 2025, and occupancy of the building began in December 2025.

While this project is designed first to meet the needs of LTBB citizens, it also helps stabilize the local housing market by increasing long-term, affordable rental options. When families have access to stable housing, it strengthens the local workforce, supports nearby businesses and reduces pressure on emergency and social services — benefits which reach beyond the development itself.

Victories Square II reflects how Tribal policy decisions, carried out through a Tribal economic entity, create lasting value for our Nation and the community we share.

The Low-Income Housing Tax Credit program is federally funded and administered by the Michigan State Housing Development Authority. It provides tax incentives on a competitive basis to developers who build or rehabilitate housing for low- and moderate-income residents. The credits help reduce financing costs, making it possible to offer lower rents and ensure long-term affordability.

2026 Fiscal Year Operating Budgets

In accordance with the Tribal Government Budget Formulation and Modification statute, the last enacted budget will take effect at the beginning of the 2026 fiscal year.

The Tribal Resolution for the 2026 Fiscal Year Operating Budget’s motion failed at the April 24, 2025 Tribal Council meeting. This is the proposed budget on which hearings were held.

In response to the failed Tribal Resolution, and to comply with the Constitution and Budget Formulation Statute, Tribal Council passed a Tribal Resolution for the 2026 Fiscal Year Operating Budgets on May 1, 2025, in time for the Annual Community Meeting which was held on May 3, 2025. The budgets were based on the 2025 Fiscal Year Operating Budgets.

The Tribal Chairperson vetoed the Tribal Resolution on May 30, 2025. She submitted a veto statement with a budget sheet within.

According to the Budget Formulation and Modification Statute (WOS 2020-006 Sec. XII. 5.), if the Chair vetoes the budget, then he or she must submit an Executive proposed signed Tribal Resolution and new proposed budget along with the veto to Tribal Council within the 30-day time period allowed for the veto.

A signed Tribal Resolution and new proposed budget were not submitted with the Executive veto.

The Tribal Council motion to override the Executive veto failed on June 26, 2025.

As an Executive signed Tribal Resolution with new proposed budget was not submitted within the 30-day period allowed, a vote on an Executive proposed budget could not take place.

Please, see attached for the last enacted budget, which was enacted on April 26, 2024, and will take effect as the 2026 Fiscal Year Operating Budgets on January 1, 2026.
